Dave Nenno

Dave Nenno began his career in government as a student intern in the Fort Dix Civilian Personnel Office. In 1976 he entered government service in the New Jersey State Department of Community Affairs while attending Trenton State College (now The College of New Jersey) from which he graduated in 1979 with a Bachelor of Science in Business Management. From 1978 through 1991 Dave served in the Division of Local Government Services, Administrative Assistance Unit, providing consulting services and feasibility studies to local governments. In this capacity, he served as the Assistant Director of Public Works in the City of Camden and as Acting Business Administrator in the City of Orange.

In 1991 Dave joined the staff of the Local Finance Board to assist in the administration of the newly enacted Local Government Ethics Law. He provided guidance on a daily basis to local governments in matters pertaining to the jurisdiction and application of the Ethics Law, the establishment of local ethics boards and the statutory filing requirements of the Annual Financial Disclosure Statement. During his tenure with the Board Dave oversaw the investigation of 646 ethics complaints and assisted the Board in rendering 447 advisory opinions to local government officers and employees. He also conducted numerous seminars for local governments and professional associations throughout the state of New Jersey. The Local Finance Board called Dave "the resident walking encyclopedia of Local Finance Board Ethics cases.”

One of Dave’s close friends and colleagues jokingly ascribed to Dave a place among the World’s super heroes as “Ethics Man.” The name stuck. Now Ethics Man is retired from state government service. But his message is not. Believing that government officers and public employees will respond to the call of a higher standard of ethical conduct, Dave created Continuing Education Union (CEUnion); a training services provider company that provides ethics training and professional development seminars throughout the State of New Jersey. Through CEUnion Dave is now actively pursuing his passion to use his communication skills and the knowledge he acquired during thirty-four years of government service to equip and inspire public servants and licensed professionals to pursue excellence and exhibit the highest standards of ethical conduct and personal integrity.
